Parliament has passed the Sustainable Harnessing and Advancement of Nuclear Energy for Transforming India (SHANTI) Bill, 2025, with the Upper House approving it on Thursday. The Lower House had passed the legislation on Wednesday.
The Bill replaces the Atomic Energy Act, 1962, and the Civil Liability for Nuclear Damage Act, 2010.
Aimed at the development of nuclear energy and ionizing radiation for power generation, the legislation seeks to benefit the country and its citizens.
It also provides a robust regulatory framework for the safe and secure utilisation of nuclear energy. The Bill proposes the constitution of the Atomic Energy Regulatory Board and the establishment of the Atomic Energy Redressal Advisory Council.
Prime Minister Narendra Modi hailed the passage of the SHANTI Bill in both Houses of Parliament, calling it a transformational moment for India’s technology landscape. He said the legislation will boost clean energy, support AI and green manufacturing, and create opportunities for the private sector and youth.
